Bringing leaders together for a better digital future for Czechia

Digital Council supports efforts to strengthen European technological sovereignty, while stressing that sovereignty should not mean isolation, protectionism or blanket localisation of technologies and data. We advocate an approach based on verifiable security safeguards, effective control, interoperability and freedom of choice. Europe should strengthen its own technological capabilities, open-source ecosystem, semiconductor industry and digital infrastructure, while remaining open to trusted partners and leading global technologies.

Digital Council supports the European Commission’s efforts to strengthen EU data sovereignty, while stressing that sovereignty should not be equated with isolation or blanket data localisation. It advocates a risk-based approach built on effective control over data, interoperability and trusted international data flows. The objective should be to strengthen Europe’s security and resilience without unnecessarily restricting innovation, competition or access to trusted technologies.

Digital Council supports the core ambition of CADA to strengthen Europe’s cloud and AI capacity and accelerate the development of data centres. At the same time, it stresses that technological sovereignty must not lead to isolation, reduced competition or disproportionate requirements for ordinary public-sector systems. Digital Council therefore advocates a proportionate, risk-based framework built on interoperability, control over data and an open ecosystem of trusted partners.

Zároveň upozorňuje, že technologická suverenita nesmí vést k izolaci, omezení hospodářské soutěže ani nepřiměřeným požadavkům na běžné systémy veřejné správy. Prosazuje proto proporcionální rámec založený na skutečném riziku, interoperabilitě, kontrole nad daty a otevřeném ekosystému důvěryhodných partnerů.

The Digital Council welcomes that the new Economic Strategy “Czechia: Country for the Future 2.0” places digitalization, innovation, artificial intelligence, the capital environment and education among the key pillars of the transformation of the Czech economy. The digital agenda is not a standalone policy, but a cross-cutting prerequisite for productivity growth, competitiveness and technological sovereignty.

These recommendations are based on the conclusions of the international conference „Next 20 Years,“ which was organized by the Czech Chamber of Commerce between April 3-4, 2024 in Prague under the auspices of the Czech Minister for European Affairs, Martin Dvořák.
